I could easily be wrong, but from looking at the video it seemed that the crumb and powder might have been obtained from the processing of the tires on hand... It looks like there's an air handling system in place to remove all the material removed from the tires... and it looks like the crumv and powder so far... is just sifted/sorted from what would otherwise be waste....
