I find that BS in my opinion.
It has something to do with everyone in general buying/selling.
The stock just isn't worth anything yet until the financial numbers come out. Until then we wait.
If you notice there's no volume, no one is willing to risk thousands of dollars, only a hundred here and there.
People who make money on penny stocks invest over a grand,
buy low, sell high.
