True. But IBM charges a lot more for their leading edge processes than they do for the more mature ones. This might be one reason why Dublin/Paris is being introduced at 130nm at about the same time that 90nm is rolling out, it will be fabbed out. If AMD can reuse the same masks, that might make fabbing out some of the low margin chips a lot more viable.
