I think maybe banks/thrifts under OTS (office of thrift supervision) have special rules.

I can't remember, honestly.

I was surprised this company had stock. Like I said, I was just driving by...

I did pick up a brochure. I might scan and post that later. It was really something I had never seen a bank give away to people -- ever.
