If I understand the bill, stock options to 5 employees (the CEO and 4 other top-compensated) would be expensed .. while stock options to all other employees would not be expensed.

Leave it to Congress to think that is logical. Stock options either are an expense .. or they aren't. How does the category, or class, or stature of the employee make any difference? It would be more logical to pass a bill saying NO options could be expensed.
