what is an APEX account??. Scottrade is charging $95 for the certificate. I requested today and will be sending to TA and then Manhattan will charge another fee..from what I am understanding from post # 8828

Fees involved: (payable to Manhattan Transfer)

$4 to cancel each certificate

$30 to issue each certificate
