Dude... that is so lame it's pathetic. First off, lose the CAPS lock, it means you're SHOUTING in cyberspeak.
Second, Sirus Radio has 1 billion+ shares outstanding and still has a share price of $4, so Sunncomm with roughly half the outstanding shares and at least as large a potential market, is in good company.
Small companies sell shares to raise funds... that's why they issue shares, so they can sell them or use them to pay for stuff. Last year they issued 200 million... now they only need 50, sounds like lots of progress to me and with revenues beginning in ernest they should be able to kick the dilution habit soon.
