Could be. One of our teams tested their model on a dual Opteron and a Dual Xeon (244 and 3.06) and the Opteron completed runs in a little less than 2/3 the time of the Xeon.

The Opteron performed more than 50% faster on a mix of Java and C++ code.

We think a good part of the difference is due to Opteron's better memory performance (both bandwidth and latency) for big processes that run in memory.

Intel has got to do something. They can get the magazines to benchmark routines that just fit in P4's larger L3, or that measure the Video card or disk instead of the CPU, but as more Opterons become available, more buyers are testing their own applications, the ones they actually use, and Opteron is generally substantially faster.
