It will take awhile for that cut to work its way throught the system. Heating oil season is coming, but then again many up north ar switching to natural gas, which if you look at unconventional sources like tight sands & CBM & shales this country has pleanty of.
Point; If you can cut the demand for heating oil then a good portion of oil is displaced. Massive projects still going forward by pipeline companies to deliver N/G supplies to the north east. Plus if you use natural gas you get a monthly bill and not a tank full of heating oil left over to sit until next year

The cut was way to late and too little, OPEC nations will cheat on their quotas because their economice will depend on it.
