Maybe because the OSC, much like our SEC is an inefficient bureaucracy that has a backlog of cases to work their way through. In the last decade, Canada has been the headquarters for a great percentage of scams on the North American continent. Take a look at AURC, a Russian "Gold Mining" operation that was fronted by Canadians. This too will someday be resolved but no time soon I'm afraid.
