Almost certainly the choice of 50% instead of more than 50% is a result of negotiations.

The real question is whether "voting shares" for The Foundry Co exist. The actual structure of TFC is unknown and I am sure that AMD wants to keep it that way. Smoke and mirrors will work better for AMD than a full examination of the facts.
