I think Greenspan deserves a lot of blame, Bernanke not so much.

Did Greenspan really believe that the Masters of the Universe and their quant models had made risk a thing of the past? Whether he really believed the risk of catastrophe was once in a hundred years,(as he now says) or more than that, the stakes were too high to allow it.

IMO, letting interest rates stay so low while the bubbles built was irresponsible.
