First, just to clarify this point, this property was Never really surveyed with the immediate intent of mining right away.
This effort was part of an Ontario and Canadian Geological survey mission to perform basic surveys for Future possible mining efforts. It was people like Norman Keevil who worked on these surveys back then and it so interesting now that his legacy lives on through Scott Keevil.
A Massive amount of surveys were performed by Gulf Minerals in the 50's and the vast majority were never mined. The amount of unknown minerals up there is probably staggering, but with the methods of detection getting better all the time, that will change.
When the Ontario Geological Survey was commissioned, they surveyed hundreds of thousands of acres of potential mining properties.
The problem is who would mine it? At that time, Niobium was a minor metal not used nearly as much as today. Now with the advent of the digital age, we Need all the Niobium we get get and then some, not to mention REE's that we know with almost certainty are down there. Sure, there are vast resources of Niobium and REE's in places like Brasil (Been to a few of those mines), but to find large deposits in North America will eventually make the mining companies up there drool.
It takes a company willing and able to get the minerals and metals to the markets that need them. That is why this has not happened until now.
There will be hundreds more mining properties explored in Ontario over the next 25+ years and much of the footwork has already been done in the past. You just have to know where to look for it, then spend money to mine it. Hopefully in a few years, once Nemegosenda & Deadmoose are starting to mine, Scott and Company will locate others like this. We know they can.

There is absolutely no doubt about the large formation of Niobium in Zone D. It is a question of what else is down there we need to know know. This will determine if this is a $2.00 stock someday or a $50 stock someday...
If you want to see what can happen to a mining stock, just look at Teck as a good example. They started with Nothing, now look at them.
