It went down to 3.04 in premarket, then back up 30 cents already. I think they are trying to keep this down, can the Market Makers short this stock? Isn't what that ban on shorting is all about?? Where's Obama to fire everyone?!

What effect will the rate reduction have on this stock? I would assume a good effect here!
