Not all, but many, and from both sides. The problem is that it's an unpopular bill, so even if you are a politician who believes in it, you are still going to be worried about the other side voting against it, because they can easily use it against you later in your career for voting against public sentiment (just look at how many times politicians take votes from years in the past out of context when they are debating against the other side).

That's why the bill is doomed for failure until the American public can see the need for it, and support the language inside the bill (i.e. with oversight, accountability, and no executive compensation). The Democrats proposed this last week, but people have still been fighting over petty details, and Americans are still against it.

In the end, even the Democrats lacked solidarity, in spite of being the majority, which is sad. But having voted 2:1 against the bill, the Republicans equally share in the blame. It's just like I said before: if one side votes for an unpopular bill, however necessary it is, it still leaves them open to attacks in the future, which is why the republican buy-in is so necessary.
