Interim Joint Committee on Appropriations and Revenue 22 September 2008. Monday's meeting had some good general information on financials and process for potential energy projects in KY. Six proposals(4 coal related) that had been approved were discussed. No mention of FFI but they did note they were still working with some that had some technical issues to resolve and that none had been rejected at this point.
Hopefully FFI/KFA is one of the ones they are continuing to work with.
