This is just conjecture on my part here but I just cant imagine how the lending practices of some of these institutions go thru regulators UNLESS this is a back door way to get "the poor" into homes with the understanding that when the time comes to pay the piper, the govt would come up to bat

sort of a back door way to implement helping the poor and not via a direct tax

I know, shifty, but we are talking about the GOVT here
