Two possible answers to consider to cover both sides of the fence from opposite ends.

Possible Answer # One:

A number of Katerina, Rita, Wilma are still outstanding in payments, does not mean they will not get paid but rather still in the process to "provide proof of loss documentation" from an indemnity point of view.

Possible Answer # Two:

With all the apparent finger pointing by many that Hemi lacks transparency, maybe the insurance settlement/ funds have been determine and funded to Hemi and well............with the sudden additional finding of gas and the attention of infra-structure requirements and looking into this by Hemi for this gas need of developing a pipeline.......could this be an lead indicator that Hemi has the funds available??

Yes bdahl385 enquiry Hemi minds want to know, good luck in getting an answer to the question that you again that pose to Hemi.

IMO if this is information that is to be shared by Hemi it will come in the form an official PR by Hemi.

But then again what do I know??
