Can you explain why a company would sell you shares for .0001 that are worth .0239?

The company is not selling us shares at .0001 that are worth .0239 because the company is not selling shares into the market. Shares are trading between "investors" for .0001 because many do not believe this company will follow through on what is being PR'd.
