When did they buy anything on the open market? Also, if they did, they would have returned those shares to the treasury (A/S). By doing that, the O/S would have been decreased and we would have gone up based simply on supply and demand, assuming there was a demand.
So, you see, the plan they laid out would move the PPS based on simple economic physics. The fact that the PPS went down tells me there is no buyback and returning of shares to the treasury.
