Looks like they already have a jump-start on plant engineering. Completing certain portions is probably required when seeking financing for the plant. Hopefully they have a good chunk of the design in process already, which may serve to cut the led time on obtaining financing and ground breaking.

Even though the $625,000 is a small amount of money and is old news the fact they now have it in hand is very symbolic. Receiving Government money carries meaning with it and should help open the door to more. I always try to keep a balanced view of this stock, however I am now very optimistic of the direction this stock will be taking.

Below are a few paragraphs from the 15 April 2008 10K on design.

In 2007, we paid $100,000 to Westinghouse Plasma Corporation (WPC) for engineering services related to the design engineering of a Westinghouse Plasma Gasification system intended for an FFI synthetic diesel facility.

In February 2008, FFI paid Shaw Stone & Webster (Shaw), a division of The Shaw Group Inc., for engineering services that will provide a technical basis for a 400 Tonne per day Coal-To-Liquid (CTL) Ultra-Clean Diesel fuel production facility in Muhlenberg County, Kentucky.
