You might be surprised, or not, at how many homes in New Orleans were just left to rot. Many people took the insurance money and left. I couldn't begin to estimate how many homes are still abandoned there with no plans for rebuilding.

Rest assured, there aren't people from the outside trying to buy into the city.

It's sad regarding the history but to your point, who the hell would purposely live somewhere that is sinking and requires man made devices to keep the place dry?
