the lobbyists are in all levels of government at city, county, state and federal... the lobbyists create the legislation... how are we going to take that spoon of gold away from the politicians who need the funds to get elected and re-elected...etc... it seems that campaign funding legisialtion is written to have deliberate loop holes...
