IF the company gets current in their filings, no penalty to the company.(except repeat offenders do get punished)

Some companies fall on hard times and simply can't pay the huge amount of money required to stay with the .ob. They slip on down to the pinksheets to save money, and get going again.

EDIT:

No phones in service and the web site being suspended is certainly a more ominous sign than an E however.
