Hi MBoro,
I have been under the impression "Clean Energy" which has been frequently linked with the Berlin deal is some type of "association" or "lobbyist-like" group.
If I remember correctly they also have a blog or some such site. Here is a home page for what I thought was the group referred to.

I am not sure anymore so if anyone who does remember the connection and could clarity things I would appreciate it.
