Frankfurt is just another market in which to trade the same shares. That's the way I understand it. There are a finite amount of shares in the company, and those shares can trade on the pink sheets or in Frankfurt. Frankfurt uses a different symbol, but it's the same shares. If my broker has access to international markets, I could place an order to sell my "United States" shares of PGPM on the Frankfurt exchange under the symbol PHV.F
