Who is eligble to receive the stock dividend? Was there a timetable when you had to purchase in order to be eligible?

I am a novice so I really don't understand what is going on. I don't have that much invested here but I am curious as to how a company can pay out a dividend that is worth more than the actual share price of the stock!

Did I misread something?
