there is a principle called mutual aid in place. the governor doesn't even know about most fires; state lines don't really exist for the federal firefighting forces. I spent many years doing that job earlier in my life, most of it in northern california.

Contract fallers are getting to be a rare commodity, as not many new fallers with talent are being developed due to the annihilation of the timber industry and the advent of mechanical harvesting. It is an incredibly complex skill, and mistakes weed them from the gene pool. Literally.

the Governator likes press when there are big fires, so they make a show of his concern, etc. and give him a yellow shirt and microphone, but he only really calls a disaster to get relief aid on a very very few fires.
