Bartel's responsibilities include supervising personnel in negotiating contract terms and conditions, establishing strategic relationships, monitoring contract performance and proposal submittals, ensuring timeliness of contractual payments; and handling contract administration.

Bartel is a native of Taunton, Mass. and earned a bachelor's degree in business administration from Stonehill College, North Easton, Mass., and a master's degree in financial management from Naval Postgraduate School, Monterey, Calif. He and his wife, Janet, have five children. They live in Tierrasanta, an area of San Diego.
