The new investors are just that, "NEW". This is an old pattern of securites price manipulation. Last August a "Strategic Fail" of over 5Million ONEV Shares started the PPS decline. If you listen to whats being uncovered its easy to see it was more than 5 Million shares, a result of the "Daisy Chain" game. Nope its not a coincedence....
