So you believe that Gorbachev would have ended the Cold War without Reagan or someone using Reagan's policies. Got it. LOL! But what I specifically said was military spending as a result of the Cold War ending decreased by around 100 billion big ones. That happened over a period of a few years and helped Clinton's balancing of the budget.

I don't know enough about Georgia/Russia history to have an opinion on what a response should be. But off the top of my head, here's what I would do:

I would go the UN with some cease fire resolutions. Get other countries like France and Germany on board. And then not offer a single dime or soldier to enforce whatever resolution passes. I would, however, help Georgia with financial aid for reconstruction when this is over.
