I received a reply from E*Trade regarding the status of my Divvy (take it for what it is worth, I am not sure they have any real information beyond their system, in other words they probably didn't check with the DTC):

"At this time, the shares are still in contra-cusip because the issuer has not completed the registration requirements to make the shares sellable. There is currently no ETA on when this will occur; "
