"Sib" does not translate to "Siberian" (from English, Russian, or Across Languages).

The company you listed has no addresses in the stated location of Sib Almaz (Sib Almaz of Amyrskaya Oblast, selo Skovorodeno Blagoveshensky c/t Andreyskoe, Russian Federation, is currently in negotiations with Global Diamond).

The company you listed never calls itself "Sib Almaz" (Copyright © 2007, 2008 Siberian Diamonds Limited).

Unless they changed their name those are not the same company.

If you were to suggest maybe that they changed their name, then Sib Almaz could be anybody - not just the millions of places whose name has the word "diamond" or "almaz" in it.
