I, too, Neuro, have not found most government agencies to be corrupt. What I have found is for most to be completely unmotivated, untalented, and completely lacking in any willingness to work outside of the box.

It is a wizz poor system where it is easier to promote an individual out of your department doing slovenly work, than it is to actually fire him/her and get rid of their butt.

I would call most agencies understaffed and mostly inept. And not really giving a rat's ass.
