I mean you can call the public works dept in Villa Park Cali and verify it for yourself. I did myself. I googled City of Villa park's website called and asked for public works and talked to either Jerrot/Jerrod at the city hall. A government employee verified that these towers were indeed going up. Do you think they would let just anybody put up a tower at a government city site?
