Help clear a few things for me.

1. Is this still in the talking stage?

2. If set to start, when is start date?

3. Is this for all USA markets and all stocks?

4. In your opinion, will this really actually stop NSS?

5. If the NSS seller is or was in a foreign country, would the SEC have any recourse to collect for the NSS?
