I think gaps (and whether they fill or not) are not so much a 'chart phenomena' as they are an indication of the psychology/mindset of those trading in a specific security.
And good point about manipulated BB stocks. MM's will take various kinds of 'news' and/or 'rumors' and help to run a stock , if they want to.
I think the below is part of the answer regarding the actual mechanics of why many gaps fill.
This is quoted from a stock analyst acquaintance of mine:
"gaps are created by rapid moves and rapid moves result in quick profits. Quicker profits mean greater annualized returns which cause people to book them sooner. Because of asymmetrical risk tolerances, i.e. people fear losses much more than they appreciate gains , gaps down don't get filled nearly as much as gaps up do."
