I'm reading this as a desperate attempt to dump some shares into a mini-run, in order to get a few $ to pay the bill at the Nevada Secretary of States office, thus perpetuating this scam. I may be wrong, but I think I'm right----I wish I were wrong, 'cause I'm one of the many bagholders.
