We can't, but the MM's can sell short and worry about covering later. If a MM gets a huge order from a client and doesn't want to piss off that client by telling him he doesn't have enough in inventory to fill his order, the MM may choose to sell that client shares that he doesn't have yet and worry about covering later. Nothing worse than losing a good client to another MM.
