The state has assumed liability for issues on that site, has worked on that site. The State has also attended recent master planning meetings specifically asking residents what they would like to see on the site. Industrial was a component but mixed use is more than possible and open to the State for discussion. You could get a very clear picture of what has taken place, what is currently being mitigated, and what the potential "hot spots" are by calling the DES as they are very open about the site and also helpful. There are some areas of the site which have not been tested as they are not considered "hot spots" and considered a lower priority perhaps at the moment.
