That could possibly be to fortify Franklin's credibility and necessity with the client. If the other company is always tagging along, I wonder if it makes it appear that FMNJ can not add any value on their own without the partner there? I would imagine that there have been ad-nauseum technical and logistics discussions between FMNJ and Synfuels; however I'd also guess that Franklin wants to showcase to the client that they're a capable spearhead (and necessary component) from a business aspect. If they didn't work to create value from their end, the government could just elect to work with Synfuels on their own. So I'm sure that when it comes to the business aspect, they want to be considered the prime entity. For the technical part of discussions, I'm assuming that this is why Mr. Dunn is going along.

Thoughts, anyone?
