That would keep the crooks out. There exists a finite number of real shares a company issues. It would not be difficult for computers to asign and maintain a number for each share.
If a share it borrowed for a legitimate "short" (even though I don't agree with shorts), there would be an audit trail of every share.
Guess what? No such thing as a phantom shares or a naked short".
