By buying the whole float, the shorters couldnt get shares to replace borrowed ones, a series of defaults would occur ( there called failed to deliver ) while this would flesh out all the NSS and other shorters, there would be nothing for us to own.Alan didnt want to eliminate the public holding so he decided not to buy the whole float. BTW Just imagine the orginal owners who got there shares borrowed and cant get them back.
