overachiever,The Authorized, is only a not to exceed, that can be changed in ANY State by BOD action, at any time increased or decreased in a heart beat.

It was addressed in a PR yesterday that it was a mistake and would be corrected.

However it is a condition that is exploited on by down totters as a fulcrum point because there is little else to jump on.
