In this example you would only want the order to execute if you can get all 5,000,000 shares. If you don't select the AON from the dropdown menu, then Ameritrade could give you 1,000,000 shares and charge you the $9.95 fee. Then the next day you would have to pay the fee again to get the other 4,000,000 shares.
