Short answer, Same reason certain companies have "Overseas" accounts. They are not accountable to the American laws, they trade on the American market. Makes it nice. But most SCAMS like this one are never producing anything except a place for what I think is nothing more then a handfull of Hedgies working a stock LOL LOL LOL! AIMNSHO
