I only know one person that uses the termology, not saying it is wrong, it just doesn't apply. A CAT IIIA decision height is defined by runway & airport. Example Ronald Reagan from the north is an extrodinary high 750 feet. Most airports are 200 feet as long as there are no free standing obstactles (example, radio towers), local hills etc. CAT IIIB, is normally 100 foot DH. And CAT IIIC decision height is 50 feet. The CAT's translate into visibility numbers. Less than 100 runways in the USA are CAT III certified. The value of EVS is an aircraft can fly a CAT I approach, to a CAT I runway, and by the "independent verification" of proper alignment at the decision height continue the approach without the requirement to abort the landing. EVS upgrades the airport ILS, aircraft avionics, and the pilots certification level by its ability to independently verify a proper approach.
