I dont know. I am assuming they thought it was clear in the pr. Furthermore, after I thought about it why wouldnt it be the higher of the two values. But your right, no one knew what value was going to follow through. One confused thought lead to another, and even made the ones who understood the pr to not understand it. Mass confusion evolved within minutes which lead to no buying the following days. I really dont think the word has spread to its full capacity. Unless you use I hub or know to consistently check pink sheets, you wouldnt know. I wouldnt have known. I would still be in the dark. But anyway, I hope that for further understanding of the matters they will release another pr.
