ARCA is an ECN. I think you mean the bad guys operating through ARCA have left the stock.

Usually when you see MMs pulling up that have been present on a stock for a long time, they do so in advance of news or a big move in one direction or another. And in the process, they usually go into hiding and operate through another MM.
