Short interest is usually updated monthly on the otc. It used to be that way on the big boards as well, but they recently changed it to twice a month. It's highly unlikely you'll see any significant change in reported short interest. Most places that short pennies have ways of not reporting it.

This stock right now is at the mercy of the cd holders, and it will stay that way until they show a high probability of turning a profit. There is a possibility that there will be a nice run after the vote to increase the authorized if the financiers convert a chunk and then let it run to dump at higher prices. I've seen that done before. CLRT did a conversion at about .03 and then ran to .70 before the selling kicked in (then it went subpenny because they weren't making any money).
